All German PV systems have to comply with the German ‘regulation for supply and parallel operation of low voltage network power generation systems for owner’s own use’ (Richtlinie für Anschluß und Parallelbetrieb von Eigenerzeugungsanlagen am Niederspannungsnetz) of the VDEW, the German Association of Producers of Electric Energy (Verband der Elektrizitätswirtschaft). A new regulation was opened for discussion in May 2005 (VDE 0126-1-1) but it was not yet put into praxis. You find the valid regulation in German language at:
Lightning protection
